The story of how America fared under the Covid-19 pandemic is actually two stories. While the more well-known story is one of national failure, loss, and polarization, the other story is one of American ingenuity amid profound uncertainty. State and local leaders were at the center of this untold story—in serving their communities they innovated, bridged divides, and illuminated America’s path during the Covid-19 pandemic’s darkest days. To spotlight these lamplighters and harvest their hard-won lessons for the future, COVID Collaborative, the Brown University School of Public Health Pandemic Center, and the CSIS Bipartisan Alliance for Global Health Security launched last year the American Democracy and Health Security Initiative. On June 5, 2024, we released our key findings and recommendations — practical, actionable steps — that can reinvigorate leadership, bipartisanship, and equitable access in the face of the next health emergency.
